I separated each division into two types - Type 1 and Type 2.

Here's Type 1:

 This is classic Division Table to 100. This is type 1 division. Since the first digit of our dividend is less than our divisor we have to take both digits for our division.

Here's Type 2:

 This is type 2, and since the first digit of our dividend is greater than the divisor we need only that first digit for our first division step.
